Highly successful Grand Circle Conference of SNEA MH Circle: {Report by Shri Samir Khare AGS/Former CS MH}: The 10th Circle Conference of SNEA Maharashtra Circle was a held in grand manner on 14th & 15th September 2025 at Anand Resort, Trimbakeshwar Road, Nashik.

The conference started with full enthusiasm by Flag hoisting in presence of CHQ/Circle OBs, CWC Members, District Secretaries and all delegates/ Observers from different corners of Maharashtra Circle.

Shri Samir Khare, CS MH and Shri H. N. Tipare CT respectively submitted their Circle Secretary and Treasurer Report and the same were approved by the house with loud claps and appreciation.

The delegate session continued with submission of reports by all District Secretaries, COBs till lunch break.   

The Open Session was held at1530 Hrs in grand manner and it was presided over by Shri. Shailendra Solankhe, CP SNEA MH and was attended & addressed by the following dignitaries.

The Topic for the open session was Employees Strength – A Boon or Bane for BSNL Development.

All the dignitaries on the dais emphasised the role of man power in the development of BSNL and all of them agreed that the employee strength is a boon to BSNL development.

Shri Pawan Meena, AGS West SNEA CHQ in his address mentioned how the employees of BSNL have also stood firm during natural calamities and disaster and how they have served the people of the country by maintaining the telecom services. In such a scenario he mentioned that BSNL employees are naturally a boon to the company. Motivation is the key to increase productivity he emphasized that staff should be motivated so that the overall productivity shall increase.

Shri Nikki Jagwani, CS AIGETOA in his address very well justified the strength of the staff in BSNL. He mentioned that employee strength is always a boon and is required to maintain the services of BSNL. He also focussed on the impractical targets assigned by management to employees with providing resources.

Shri Ganesh Hinge, Dy GS BSNLEU, mentioned that the indigenous equipment provided is not working properly and there are many complaints from customers which should be addressed. Management should give good quality equipment to increase SIM sales. He also said that joint efforts are required to amongst AUAB for settling our issues.

Shri Gautam Gharde, CHQ Advisor SEWA in his address updated house about the role played by SEWA and SNEA jointly in the last M V and which resulted in victory of SNEA as a majority association with 52% votes. He also updated house about how SNEA and SEWA CHQ are working together for resolution of HR issues. He assured for continued co-operation to the SNEA for resolution of HR issues of Executives all over India in general and MH Circle in particular.

Shri Samir Khare, CS SNEA MH started his speech demanding the most awaited PRC to BSNL employees. He also said that BSNL should procure the right equipment so provide world class services to its esteemed customers. He pointed out that the management in BSNL is received all pay and perks at the same time these are not paid to BSNL employees in the name of financial stress on the company. This divide amongst the management enjoying benefits and keeping its employees deprived from the same is highly objectionable and should be reviewed.

Shri Sarang Mandvikar, GMT Nashik emphasized that we should take ownership of our products and services. We should not fear of campaigning our products and try to build a brand image of BSNL in the market. He also informed that BSNL Nashik has conducted over 1000 Mela till date.

Shri G L Jogi, GS SNPWA, in his impressive address and motivating address mentioned all about the struggle done by JETA, TEOA and SNEA for better equipment and also said the struggle is important to achieve something big in the organisation. He mentioned that without struggle we have to rely only on what management offer us, however we should always stay united and firm in our struggle that will bring good results for the employees and BSNL as well.

Shri Manish Samadhiya, AIP SNEA CHQ in his impressive address mentioned that employees are surely a boon for BSNL and there is no doubt in it. The employees are chosen from select All India Entrance examinations. He emphasized the role of BSNL during natural disasters and how the employees stood firm in service of the nation. He said that BSNL Mngmt should have tried to have a Maan Ki Baat with its employees then the 132 Cr given to Deloitte would have been saved. The various court cases in BSNL have created a deadlock in promotions and are a bane to BSNL.

Shri Harinder Kumar, CGMT MH the Chief Guest of the program addressed the program through Video Conference. He emphasised the role played by SNEA in the organization during last 25 years and also stated that SNEA Circle Leadership has always tried to get solution to all the issues so that the issues do not aggravate. He also stated that the management knows the dedication of its employees and stated that the contribution of employees is one of the major factor not only in overall development of BSNL but also the successful implementation of indigenous 4G saturation project. He also mentioned that BSNL is standing strong and is seeing a bright future.

Shri Anil Dhanorkar, CGM CNTX-W and the chief guest of the Open Session in his address stated that the management is aware about the contribution from employees in the overall development of the BSNL. In his speech he mentioned that BSNL has installed almost 96K 4G towers and integrated 92K towers is a span of less than a year. The Net losses have been brought down to 1060 Cr whereas there is 14.5% operational increase, QoS has also improved . He also informed that BSNL has tied up with Dept of Post for SIM Sale and BSNL will install additional 1 Lakh towers. He categorically mentioned that SNEA is matured association and has been taking care of executives as well as of needs of BSNL. He assured to convey the higher management about the burning issues presented before him by various speakers on the occasion.

Shri. M. S. Adasul, GS SNEA CHQ, in his address mentioned that the employees are foundation of the company and plays a key role in running the company. He explained how BSNL is moving ahead by overcoming all odds and difficulties in Telecom sector. He added that many said in the past that BSNL shall close down within years, but practically BSNL is shining and celebrating Silver Jubilee Year. He added that the spirit and valour of BSNL employees that has kept BSNL ahead of many Telecom companies. He stressed that with proper and minimum required motivation to workforce, BSNL will continue to shine in coming days. He also mentioned that the discussions on PRC are going on in a positive direction and very soon we can see the results. He also clarified that there is no proposal for VRS as of now and we should not believe on rumours and stay away from fake news. He expressed there is need of recruitment of certain Executives and JEs in BSNL and some discussions on this issue are going on in BSNL as well as in DoT. He updated house about many current activities in BSNL and DoT in his special style and appealed all executives to join the initiatives of Government to strengthen BSNL and assured that SNEA CHQ will continue to take care of HR issues in favour of executives.  

The Open session started at 1500 Hrs concluded at 2045 Hrs with votes of thanks by Shri. Amit Kulkarni, ACS SNEA MH, followed by National Anthem and lunch.

The Open Session was nicely anchored by Shri H. N. Tipre, CT SNEA MH.

After break for dinner the house continued delegate session and continued till 2350 Hrs with submissions by District Secretaries and Circle Office Bearers on development and HR issues and same continued on second day.

On second day delegate session, Shri. M. S. Adasul, General Secretary, SNEA CHQ guided the house on HR issues, its persuasion by CHQ and its present status. In his speech covered all the aspects and he also replied to various queries raised by the delegates and leaders. His oratory kept the house spellbound for more than an hour and the participants felt satisfied on getting answers to all their queries.

After lunch session, the existing Circle Body felicitated the Nashik SNEA Team for the wonderful arrangements of the Circle Conference. 

Shri Shailendra Solanke, Circle President after delivering his keynote address declared the names of Election Officer and Assistant Election officer and then declared the dissolution of current circle body.

AGM Pers BSNL CO writes to selected Circle Heads for getting option from AGMs to choose the mode of promotion between 67% SCF Quota and 33% LICE quota against the AGM LICE result  declared on 27/02/2025.  Copy<<<>>

Unrest among the Executives due to Pick and choose approach in Transfer & posting: AGM Pers BSNL CO issued Order for keeping on hold the all types of Intra and Inter Circle Transfer orders of Executives till March 2025.  Copy<<<>>

When Transfers are issued on a daily basis, such letters stating that only Annual Transfers i.e. one transfer in year is nothing but an attempt of putting salt on wounds of executives waiting for consideration of their long pending OTP Requests.

Till now hundreds of Transfer orders are issued during this year including some transfer orders not published on Intranet Portal and by such letters wrong picture of Annual transfers is being created for misguiding Executives in Silver Jubilee Year.

If such order of Annual Transfers was to be adhered to then at least all OTP Requests pending for the last one and half year should have been given consideration uniformly as per transfer policy and not on pick and choose basis as is being done now.

During discussions everybody from DGM Pers/s to CMD BSNL, all agrees to give consideration to pending OTP Requests at least to the Circles having shortage of Executives, one to one request transfers and transfers out of Tenure stations, but practically the same is not implemented even for OTP Requests from Tenure Completed Executives and such reasons of achievement of Targets by Pers Section, is disappointing and unwanted at this stage.

In last year i. e. December 2024, the finalised OTP transfer orders were kept on hold for one Quarter i.e. up to March 2025 , in this year the Transfers are kept on hold in Month of October 2025 and by giving one or other reason OTP Requests are delayed, which is not a good HR Policy.  

Further, when such orders are issued for keeping on hold all transfers or issuing Single Annual Transfer order for all wings and cadres in one shot, the Management violates its own orders and many transfer orders are issued and some are uploaded on intranet Portal and some are not at all uploaded on intranet portal creating doubts on intensions of the Management in consideration of OTP Request transfers in transparent manner. 

In an unfortunate understanding, the BSNL management is under wrong impression that the consideration of own Cost OTP Requests will have adverse impact on the achievements of Targets and by giving such unjustified reasons, the OTP Requests are denied to some executives but the same are given consideration only for selective executives on pick and choose basis.

First time in the history of BSNL such pick and choose transfers are issued under influence of sources within BSNL, sources from DoT and from political parties and it is seen that BSNL executives are running from pillar to post to meet such outsider source of influence either for consideration of OTP Request or for cancellation of already issued pick and choose order.

When such outside influential sources have become super active and creating pressure on Management for considering such requests, the sources and authorities responsible for giving consideration to the OPT Requests and review of transfers issued i.e. AGM Pers, DGM Pers, PGM Pers and Director HR are unable to settle a single case on their own even though they are agreeing to depth of genuineness of the request by individual executives, agreeing with the due recommendations of Circle Heads.

These officers are not able to use their authority and powers to take decisions either for consideration of OTP Requests in Uniform manner or give consideration to genuine representations as per their own analysis and hence facing criticism from all corners or otherwise not consider the requests uniformly.

Under such extreme pressure from outsider sources, these officers are issuing orders in blind approach without going to factual position. Few of such cases are as follows.

1.    In an unfortunate and inhuman action Shri. Atul Signal, SDE GJ requested for OTP transfer as he was facing critical    illness of Cancer but his request was not given consideration and he passed away in June 2025. Now in October 2025, his OTP request is given consideration on medical grounds but after his death in June 2025. This is insensitive approach of BSNL management.  

2. Another SDE, Shri Rajiv Kumar Garg, who has completed All India Soft tenure has represented for cancellation of Transfer by correctly counting of stay in May 2025 and now his request is given consideration in October 2025, but meantime he was force relived by Cycle/BA and under compulsions he has joined at HP Circle and now he has to again run from pillar to post for getting justice.

3.  OTP Requests of Four AGMs and Two SDEs are given consideration on medical grounds and they will have to undergo the medical scrutiny by Circle Head and till then their request is kept on hold, meaning that their request is not yet considered. Now after scrutiny of medical case CGMs will send the recommendations and then Pers section will review it and final they will be relieved. All these cases are already recommended by Circle heads, then why second opinion is required in such genuine medical ground cases. When management is insensitive to such genuine medical cases, how other should hope for consideration of their requests is big question now.

4. Some executives, who are having genuine issues are waiting for justice on genuine Transfer policy guidelines at par with other given consideration viz. All India Hard Tenure Completed, One to one OTP Requests and OTP Requests on medical grounds, OTP Request on attaining 58 years of ages etc. are not yet given consideration.

5. Similarly cancellation of long stay transfers by correct counting of stay by excluding All India Soft Tenure, Transfers issued on completion of 58 years of age, on genuine medical grounds of self/parents, cancellation of Transfers of Executives from all India hard Tenure by giving them options for Intra Circle Transfers etc. are not given consideration and due to forceful ERP relieving by Circle/BA, they are facing financial issues.     

We have consolidated such representations as per feedback from CS concerned which makes clear that the representations from executives have similar grounds are not given consideration. Copy    <<<1>>    <<<2>>    <<<3>>    <<<4>>

This pick and choose and biased approach at larger scale has created mass unrest among executives and needs due consideration from Management and SNEA will continue to pursue for consideration of these requests on genuine grounds.

Though it is mentioned in this letter keeping on hold the transfers that OTP Requests will be given consideration in March 2026, with our past experience it seems to be one more attempt of misleading assurance to executives as Management has not kept such assurances from CMD BSNL given for pending OTP Requests Transfers as on January 2024 and many such OTP Requests are still pending.

In December 2024, the OTP Request Transfer Order was issued but after its issuance and publishing it on intranet it was kept on hold stating that it will have impact on achievement of targets in last quarter of 2024-25 and these orders will be issued in Month of April 2025. In April 2025, neither this order kept on hold was issued nor any fresh order giving consideration to OTP requests was issued.

Though some HR approach is shown in reviewing already issued Transfer orders, some pick and choose OTP Transfer orders are being issued as seen in Transfer order dated 02/05/2025, 30/06/2025 and 30/09/2025, but well defined OTP Transfer policy is violated and the executives in need of Own Cost OTP Request transfers are being troubled and harassed on name of achieving targets.

SNEA has been continuously persuasion with CMD BSNL for factual position and need of consideration of OTP Request Transfers, somebody continues to misguide CMD BSNL that consideration of Own Cost OTP Transfers will impact on achievement of Targets and unfortunately he/she is successful in feeding such wrong information.

It is fact that with consideration of OTP requests will give ease to the Executives who are presently away from the family and maintain double establishment and bearing double expenditure thereof and if their OTP Requests are considered, then they can give better results in achieving Targets which is real aim of CMD BSNL. 

SNEA continues its persuasion and will make more attempts to convince CMD BSNL for giving consideration to the OTP Requests pending for last three windows by withdrawing such misleading orders for annual transfers.

We are hopeful for review of this keep on hold orders and consideration of pending OTP Requests and also for consideration of genuine representations on defined guidelines of Transfer policy. Let us hope for the best.

Heartiest Congratulations to BSNLEU, NFTE BSNL and Employees of BSNL for signing long awaited Report of Wage Revision Committee: SNEA CHQ congratulates the leaders of BSNLEU and NFTE BSNL in general and the General Secretaries along with all the members of Wage Revision Committee in particular for successfully finalising and signing the report of Wage Revision Committee in the last meeting of the Committee held on 08/10/2025. This achievement is particularly commendable given the challenges faced due to the affordability clause imposed by the DPE and endorsed by DoT and the financial constraints of BSNL as a PSU facing losses. Despite initial reluctance from the BSNL Management, the relentless efforts and commitment by the leadership of the recognised unions have finally given these fruitful results.

Earlier there was total reluctance on part of the BSNL Management but these leaders have not left their efforts and continued their demands in different meetings of Wage Revision Committee on regular basis for years together. In the last six months, these leaders have not kept any stone unturned for making understating on issues with Chairman and members of Wage Revision Committee and BSNL Management.

Our red salute to both the Stalwart General Secretaries viz. Shri Animesh Mitra GS BSNL EU and Shri. C Singh, GS NFTE BSNL and their team of leaders at all levels for their persistent advocacy for last six-seven years and successfully signing the Wage Revision Committee report. A special word of appreciation goes to Shri P. Abhimanyu, currently VP BSNLEU, who led this effort during his tenure as General Secretary and played a key role in shaping the final report.

In this overall process, the members of Wage Revision Committee led by Chairman Shri Rajeev Soni, CGM EW BSNL CO, Shri. Rajeev Kumar Kaushik, PGM Pers/SR, Shri. S.P. Singh, PGM Estt, Shri. P.D. Chirania, Sr GM CBB, Shri. Gajender Kumar, Sr GM SCT & CLO and Convener Mrs. Anita Johri, PGM SR/Rstg/WSI have played vital roles in finalisation and signing Wage Revision Committee report. SNEA congratulates all of them for their sincere efforts for successfully completion the wage Revision process in the most difficult circumstances and conveys thanks for giving ray of hope with foundation step for implementation of third PRC for BSNL Executives and Employees.

We specially recognise and appreciate devoted efforts Mrs Asha Bawalia DGM SR and Shri Rajesh Chourasia DM SR in timely and efficient completion of all related activities as and when required. 

We also appreciate the efforts of the members of Committee who were members in Committee form Management as well as Union side at earlier stages but not part of the committee while this Wage Revision Committee report is finally signed on 08/10/2025 as their groundwork helped pave the way for this significant milestone.

We also appreciate the catalyst role played by Shri. N. D. Ram GS SEWA in co-ordinating among the members of the Committee to come to the conclusion and for facilitating consensus.

SNEA specially acknowledges the positive and progressive approach of Shri A. Robert J. Ravi, CMD BSNL, whose timely guidance helped resolve deadlocks during Revision s.

SNEA specially acknowledges the positive and progressive approach by Shri A Robert J Ravi, CMD BSNL towards Implementation of third PRC in BSNL and conveys thanks for his time to time guidance to Committee Members in clearing deadlock on certain points of Revision s and convey him best wishes and total support for getting third PRC approved from DoT/GoI.

We also thank Dr. Kalyan Sagar Nippani, Director (HR), for his silent yet crucial support throughout the process and look forward to his continued efforts in getting the report approved by the BSNL Board.

SNEA congratulates all BSNL Employees and Executives whose support, feedback, and united struggle over the years have made this achievement possible. The finalisation of the report has brought a wave of hope and optimism across the BSNL workforce, with renewed expectations for early implementation of the 3rd PRC.

Now it is our role and responsibility as Recognised Majority Representative Association of BSNL SNEA along with Support Association AIGETOA to take up matter vigorously with the DoT for waiver of the affordability clause, Cabinet approval, and related formalities and SNEA shoulder this responsibility.

We appeal to all Employees and Executives of BSNL to continue their support and unity, providing timely feedback and standing together as one voice. With collective effort, we are confident of securing approval and implementation of the 3rd PRC, thereby addressing long-pending financial challenges and career stagnation faced by our workforce.
