Highly successful Grand Circle Conference of SNEA MH Circle: {Report by Shri Samir Khare AGS/Former CS MH}: The 10th Circle Conference of SNEA Maharashtra Circle was a held in grand manner on 14th & 15th September 2025 at Anand Resort, Trimbakeshwar Road, Nashik.

The conference started with full enthusiasm by Flag hoisting in presence of CHQ/Circle OBs, CWC Members, District Secretaries and all delegates/ Observers from different corners of Maharashtra Circle.

Shri Samir Khare, CS MH and Shri H. N. Tipare CT respectively submitted their Circle Secretary and Treasurer Report and the same were approved by the house with loud claps and appreciation.

The delegate session continued with submission of reports by all District Secretaries, COBs till lunch break.   

The Open Session was held at1530 Hrs in grand manner and it was presided over by Shri. Shailendra Solankhe, CP SNEA MH and was attended & addressed by the following dignitaries.

Shri Harinder Kumar, CGM MH Circle, the Chief Guest of the program addressed the program through Video Conference.

Proceedings of the Open session started with lightening of light by all the dignitaries.

Team SNEA Nashik gave warm welcome to all the dignitaries by presenting bouquet and memento as a token of regards towards.

The house felicitated Shri Srinivas Former AGS SNEA CHQ and Shri. P. N. Patil, Former Treasurer SNEA MH. 

The leaders of other Unions present in the house were felicitated by team SNEA MH and leaders of SEWA and BSNLEU felicitated SNEA CHQ leaders.   

The Topic for the open session was Employees Strength – A Boon or Bane for BSNL Development.

All the dignitaries on the dais emphasised the role of man power in the development of BSNL and all of them agreed that the employee strength is a boon to BSNL development.

Shri Pawan Meena, AGS West SNEA CHQ in his address mentioned how the employees of BSNL have also stood firm during natural calamities and disaster and how they have served the people of the country by maintaining the telecom services. In such a scenario he mentioned that BSNL employees are naturally a boon to the company. Motivation is the key to increase productivity he emphasized that staff should be motivated so that the overall productivity shall increase.

Shri Nikki Jagwani, CS AIGETOA in his address very well justified the strength of the staff in BSNL. He mentioned that employee strength is always a boon and is required to maintain the services of BSNL. He also focussed on the impractical targets assigned by management to employees with providing resources.

Shri Ganesh Hinge, Dy GS BSNLEU, mentioned that the indigenous equipment provided is not working properly and there are many complaints from customers which should be addressed. Management should give good quality equipment to increase SIM sales. He also said that joint efforts are required to amongst AUAB for settling our issues.

Shri Gautam Gharde, CHQ Advisor SEWA in his address updated house about the role played by SEWA and SNEA jointly in the last M V and which resulted in victory of SNEA as a majority association with 52% votes. He also updated house about how SNEA and SEWA CHQ are working together for resolution of HR issues. He assured for continued co-operation to the SNEA for resolution of HR issues of Executives all over India in general and MH Circle in particular.

Shri Samir Khare, CS SNEA MH started his speech demanding the most awaited PRC to BSNL employees. He also said that BSNL should procure the right equipment so provide world class services to its esteemed customers. He pointed out that the management in BSNL is received all pay and perks at the same time these are not paid to BSNL employees in the name of financial stress on the company. This divide amongst the management enjoying benefits and keeping its employees deprived from the same is highly objectionable and should be reviewed.

Shri Sarang Mandvikar, GMT Nashik emphasized that we should take ownership of our products and services. We should not fear of campaigning our products and try to build a brand image of BSNL in the market. He also informed that BSNL Nashik has conducted over 1000 Mela till date.

Shri G L Jogi, GS SNPWA, in his impressive address and motivating address mentioned all about the struggle done by JETA, TEOA and SNEA for better equipment and also said the struggle is important to achieve something big in the organisation. He mentioned that without struggle we have to rely only on what management offer us, however we should always stay united and firm in our struggle that will bring good results for the employees and BSNL as well.

Shri Manish Samadhiya, AIP SNEA CHQ in his impressive address mentioned that employees are surely a boon for BSNL and there is no doubt in it. The employees are chosen from select All India Entrance examinations. He emphasized the role of BSNL during natural disasters and how the employees stood firm in service of the nation. He said that BSNL Mngmt should have tried to have a Maan Ki Baat with its employees then the 132 Cr given to Deloitte would have been saved. The various court cases in BSNL have created a deadlock in promotions and are a bane to BSNL.

Shri Harinder Kumar, CGMT MH the Chief Guest of the program addressed the program through Video Conference. He emphasised the role played by SNEA in the organization during last 25 years and also stated that SNEA Circle Leadership has always tried to get solution to all the issues so that the issues do not aggravate. He also stated that the management knows the dedication of its employees and stated that the contribution of employees is one of the major factor not only in overall development of BSNL but also the successful implementation of indigenous 4G saturation project. He also mentioned that BSNL is standing strong and is seeing a bright future.

Shri Anil Dhanorkar, CGM CNTX-W and the chief guest of the Open Session in his address stated that the management is aware about the contribution from employees in the overall development of the BSNL. In his speech he mentioned that BSNL has installed almost 96K 4G towers and integrated 92K towers is a span of less than a year. The Net losses have been brought down to 1060 Cr whereas there is 14.5% operational increase, QoS has also improved . He also informed that BSNL has tied up with Dept of Post for SIM Sale and BSNL will install additional 1 Lakh towers. He categorically mentioned that SNEA is matured association and has been taking care of executives as well as of needs of BSNL. He assured to convey the higher management about the burning issues presented before him by various speakers on the occasion.

Shri. M. S. Adasul, GS SNEA CHQ, in his address mentioned that the employees are foundation of the company and plays a key role in running the company. He explained how BSNL is moving ahead by overcoming all odds and difficulties in Telecom sector. He added that many said in the past that BSNL shall close down within years, but practically BSNL is shining and celebrating Silver Jubilee Year. He added that the spirit and valour of BSNL employees that has kept BSNL ahead of many Telecom companies. He stressed that with proper and minimum required motivation to workforce, BSNL will continue to shine in coming days. He also mentioned that the discussions on PRC are going on in a positive direction and very soon we can see the results. He also clarified that there is no proposal for VRS as of now and we should not believe on rumours and stay away from fake news. He expressed there is need of recruitment of certain Executives and JEs in BSNL and some discussions on this issue are going on in BSNL as well as in DoT. He updated house about many current activities in BSNL and DoT in his special style and appealed all executives to join the initiatives of Government to strengthen BSNL and assured that SNEA CHQ will continue to take care of HR issues in favour of executives.  

The Open session started at 1500 Hrs concluded at 2045 Hrs with votes of thanks by Shri. Amit Kulkarni, ACS SNEA MH, followed by National Anthem and lunch.

The Open Session was nicely anchored by Shri H. N. Tipre, CT SNEA MH.

After break for dinner the house continued delegate session and continued till 2350 Hrs with submissions by District Secretaries and Circle Office Bearers on development and HR issues and same continued on second day.

On second day delegate session, Shri. M. S. Adasul, General Secretary, SNEA CHQ guided the house on HR issues, its persuasion by CHQ and its present status. In his speech covered all the aspects and he also replied to various queries raised by the delegates and leaders. His oratory kept the house spellbound for more than an hour and the participants felt satisfied on getting answers to all their queries.

After lunch session, the existing Circle Body felicitated the Nashik SNEA Team for the wonderful arrangements of the Circle Conference. 

Shri Shailendra Solanke, Circle President after delivering his keynote address declared the names of Election Officer and Assistant Election officer and then declared the dissolution of current circle body.

AGM Pers BSNL CO writes to selected Circle Heads for getting option from AGMs to choose the mode of promotion between 67% SCF Quota and 33% LICE quota against the AGM LICE result  declared on 27/02/2025.  Copy<<<>>   

These are AGMs already promoted under SCF in earlier vacancies and now again promoted under LICE Quota in later year vacancy and their seniority is to be fixed under SCF or LICE quota and hence they  are given the choice to opt accordingly.

As SCF quota is of earlier year and LICE Quota is of later year, all will opt for the SCF quota only and this is an official formality to get is confirmed from individuals.

Unrest among the Executives due to Pick and choose approach in Transfer & posting: AGM Pers BSNL CO issued Order for keeping on hold the all types of Intra and Inter Circle Transfer orders of Executives till March 2025.  Copy<<<>>

When Transfers are issued on a daily basis, such letters stating that only Annual Transfers i.e. one transfer in year is nothing but an attempt of putting salt on wounds of executives waiting for consideration of their long pending OTP Requests.

Till now hundreds of Transfer orders are issued during this year including some transfer orders not published on Intranet Portal and by such letters wrong picture of Annual transfers is being created for misguiding Executives in Silver Jubilee Year.

If such order of Annual Transfers was to be adhered to then at least all OTP Requests pending for the last one and half year should have been given consideration uniformly as per transfer policy and not on pick and choose basis as is being done now.

During discussions everybody from DGM Pers/s to CMD BSNL, all agrees to give consideration to pending OTP Requests at least to the Circles having shortage of Executives, one to one request transfers and transfers out of Tenure stations, but practically the same is not implemented even for OTP Requests from Tenure Completed Executives and such reasons of achievement of Targets by Pers Section, is disappointing and unwanted at this stage.

In last year i. e. December 2024, the finalised OTP transfer orders were kept on hold for one Quarter i.e. up to March 2025 , in this year the Transfers are kept on hold in Month of October 2025 and by giving one or other reason OTP Requests are delayed, which is not a good HR Policy.  

Further, when such orders are issued for keeping on hold all transfers or issuing Single Annual Transfer order for all wings and cadres in one shot, the Management violates its own orders and many transfer orders are issued and some are uploaded on intranet Portal and some are not at all uploaded on intranet portal creating doubts on intensions of the Management in consideration of OTP Request transfers in transparent manner. 

In an unfortunate understanding, the BSNL management is under wrong impression that the consideration of own Cost OTP Requests will have adverse impact on the achievements of Targets and by giving such unjustified reasons, the OTP Requests are denied to some executives but the same are given consideration only for selective executives on pick and choose basis.

First time in the history of BSNL such pick and choose transfers are issued under influence of sources within BSNL, sources from DoT and from political parties and it is seen that BSNL executives are running from pillar to post to meet such outsider source of influence either for consideration of OTP Request or for cancellation of already issued pick and choose order.

When such outside influential sources have become super active and creating pressure on Management for considering such requests, the sources and authorities responsible for giving consideration to the OPT Requests and review of transfers issued i.e. AGM Pers, DGM Pers, PGM Pers and Director HR are unable to settle a single case on their own even though they are agreeing to depth of genuineness of the request by individual executives, agreeing with the due recommendations of Circle Heads.

These officers are not able to use their authority and powers to take decisions either for consideration of OTP Requests in Uniform manner or give consideration to genuine representations as per their own analysis and hence facing criticism from all corners or otherwise not consider the requests uniformly.

Under such extreme pressure from outsider sources, these officers are issuing orders in blind approach without going to factual position. Few of such cases are as follows.

1.    In an unfortunate and inhuman action Shri. Atul Signal, SDE GJ requested for OTP transfer as he was facing critical    illness of Cancer but his request was not given consideration and he passed away in June 2025. Now in October 2025, his OTP request is given consideration on medical grounds but after his death in June 2025. This is insensitive approach of BSNL management.  

2. Another SDE, Shri Rajiv Kumar Garg, who has completed All India Soft tenure has represented for cancellation of Transfer by correctly counting of stay in May 2025 and now his request is given consideration in October 2025, but meantime he was force relived by Cycle/BA and under compulsions he has joined at HP Circle and now he has to again run from pillar to post for getting justice.

3.  OTP Requests of Four AGMs and Two SDEs are given consideration on medical grounds and they will have to undergo the medical scrutiny by Circle Head and till then their request is kept on hold, meaning that their request is not yet considered. Now after scrutiny of medical case CGMs will send the recommendations and then Pers section will review it and final they will be relieved. All these cases are already recommended by Circle heads, then why second opinion is required in such genuine medical ground cases. When management is insensitive to such genuine medical cases, how other should hope for consideration of their requests is big question now.

4. Some executives, who are having genuine issues are waiting for justice on genuine Transfer policy guidelines at par with other given consideration viz. All India Hard Tenure Completed, One to one OTP Requests and OTP Requests on medical grounds, OTP Request on attaining 58 years of ages etc. are not yet given consideration.

5. Similarly cancellation of long stay transfers by correct counting of stay by excluding All India Soft Tenure, Transfers issued on completion of 58 years of age, on genuine medical grounds of self/parents, cancellation of Transfers of Executives from all India hard Tenure by giving them options for Intra Circle Transfers etc. are not given consideration and due to forceful ERP relieving by Circle/BA, they are facing financial issues.     

We have consolidated such representations as per feedback from CS concerned which makes clear that the representations from executives have similar grounds are not given consideration. Copy    <<<1>>    <<<2>>    <<<3>>    <<<4>>

This pick and choose and biased approach at larger scale has created mass unrest among executives and needs due consideration from Management and SNEA will continue to pursue for consideration of these requests on genuine grounds.

Though it is mentioned in this letter keeping on hold the transfers that OTP Requests will be given consideration in March 2026, with our past experience it seems to be one more attempt of misleading assurance to executives as Management has not kept such assurances from CMD BSNL given for pending OTP Requests Transfers as on January 2024 and many such OTP Requests are still pending.

In December 2024, the OTP Request Transfer Order was issued but after its issuance and publishing it on intranet it was kept on hold stating that it will have impact on achievement of targets in last quarter of 2024-25 and these orders will be issued in Month of April 2025. In April 2025, neither this order kept on hold was issued nor any fresh order giving consideration to OTP requests was issued.

Though some HR approach is shown in reviewing already issued Transfer orders, some pick and choose OTP Transfer orders are being issued as seen in Transfer order dated 02/05/2025, 30/06/2025 and 30/09/2025, but well defined OTP Transfer policy is violated and the executives in need of Own Cost OTP Request transfers are being troubled and harassed on name of achieving targets.

SNEA has been continuously persuasion with CMD BSNL for factual position and need of consideration of OTP Request Transfers, somebody continues to misguide CMD BSNL that consideration of Own Cost OTP Transfers will impact on achievement of Targets and unfortunately he/she is successful in feeding such wrong information.

It is fact that with consideration of OTP requests will give ease to the Executives who are presently away from the family and maintain double establishment and bearing double expenditure thereof and if their OTP Requests are considered, then they can give better results in achieving Targets which is real aim of CMD BSNL. 

SNEA continues its persuasion and will make more attempts to convince CMD BSNL for giving consideration to the OTP Requests pending for last three windows by withdrawing such misleading orders for annual transfers.

We are hopeful for review of this keep on hold orders and consideration of pending OTP Requests and also for consideration of genuine representations on defined guidelines of Transfer policy. Let us hope for the best.

Heartiest Congratulations to BSNLEU, NFTE BSNL and Employees of BSNL for signing long awaited Report of Wage Revision Committee: SNEA CHQ congratulates the leaders of BSNLEU and NFTE BSNL in general and the General Secretaries along with all the members of Wage Revision Committee in particular for successfully finalising and signing the report of Wage Revision Committee in the last meeting of the Committee held on 08/10/2025. This achievement is particularly commendable given the challenges faced due to the affordability clause imposed by the DPE and endorsed by DoT and the financial constraints of BSNL as a PSU facing losses. Despite initial reluctance from the BSNL Management, the relentless efforts and commitment by the leadership of the recognised unions have finally given these fruitful results.

Earlier there was total reluctance on part of the BSNL Management but these leaders have not left their efforts and continued their demands in different meetings of Wage Revision Committee on regular basis for years together. In the last six months, these leaders have not kept any stone unturned for making understating on issues with Chairman and members of Wage Revision Committee and BSNL Management.

Our red salute to both the Stalwart General Secretaries viz. Shri Animesh Mitra GS BSNL EU and Shri. C Singh, GS NFTE BSNL and their team of leaders at all levels for their persistent advocacy for last six-seven years and successfully signing the Wage Revision Committee report. A special word of appreciation goes to Shri P. Abhimanyu, currently VP BSNLEU, who led this effort during his tenure as General Secretary and played a key role in shaping the final report.

In this overall process, the members of Wage Revision Committee led by Chairman Shri Rajeev Soni, CGM EW BSNL CO, Shri. Rajeev Kumar Kaushik, PGM Pers/SR, Shri. S.P. Singh, PGM Estt, Shri. P.D. Chirania, Sr GM CBB, Shri. Gajender Kumar, Sr GM SCT & CLO and Convener Mrs. Anita Johri, PGM SR/Rstg/WSI have played vital roles in finalisation and signing Wage Revision Committee report. SNEA congratulates all of them for their sincere efforts for successfully completion the wage Revision process in the most difficult circumstances and conveys thanks for giving ray of hope with foundation step for implementation of third PRC for BSNL Executives and Employees.

We specially recognise and appreciate devoted efforts Mrs Asha Bawaliya DGM SR and Shri Rajesh Chourasia DM SR in timely and efficient completion of all related activities as and when required. 

We also appreciate the efforts of the members of Committee who were members in Committee form Management as well as Union side at earlier stages but not part of the committee while this Wage Revision Committee report is finally signed on 08/10/2025 as their groundwork helped pave the way for this significant milestone.

We also appreciate the catalyst role played by Shri. N. D. Ram GS SEWA in co-ordinating among the members of the Committee to come to the conclusion and for facilitating consensus.

We also thank Dr. Kalyan Sagar Nippani, Director (HR), for his silent yet crucial support throughout the process and look forward to his continued efforts in getting the report approved by the BSNL Board.

SNEA congratulates all BSNL Employees and Executives whose support, feedback, and united struggle over the years have made this achievement possible. The finalisation of the report has brought a wave of hope and optimism across the BSNL workforce, with renewed expectations for early implementation of the 3rd PRC.

Now it is our role and responsibility as Recognised Majority Representative Association of BSNL SNEA along with Support Association AIGETOA to take up matter vigorously with the DoT for waiver of the affordability clause, Cabinet approval, and related formalities and SNEA shoulder this responsibility.

We appeal to all Employees and Executives of BSNL to continue their support and unity, providing timely feedback and standing together as one voice. With collective effort, we are confident of securing approval and implementation of the 3rd PRC, thereby addressing long-pending financial challenges and career stagnation faced by our workforce.

Let us stay united and hopeful as we move toward a better and stronger BSNL and its workforce.

Update on Meeting of General Secretaries of Unions and Associations of BSNL: A joint meeting of the General Secretaries of Unions and Associations of BSNL was held on 10/10/2025, at 1230 Hrs in the AIGETOA CHQ Office at IR Hall, Eastern Court New Delhi to discuss the continued vindictive actions by the CGM, Chennai and Tamilnadu Circles.

All General Secretaries of the constituent Unions and Associations participated in the meeting and expressed serious concern over the continued harassment of Executives and Employees of both the important Circles, despite the discussions held with Director HR, BSNL Board on 06/10/2025.

The forum noted with concern that, instead of adhering to the spirit of reconciliation discussed during the meeting with Director HR, the Chennai TD Circle Administration has further escalated its vindictive approach by issuing fresh threatening letters dated 08/10/2025. This has completely eroded the trust built during the discussions at Corporate Office.

After detailed deliberation, the following is decided unanimously:

1. A joint letter will be submitted to the CMD BSNL seeking immediate resolution of the issue by withdrawing all vindictive actions and replacing the CGM of Tamilnadu and Chennai Circles. Copy<<<>>

2.    If the issue is not resolved by 16/10/2025, the Unions and Associations of BSNL will intensify the agitational programme with Lunch Hour Demonstrations across all BSNL offices on 17/10/2025, followed by further intensified organizational programs till corrective action is taken by Management on this issue.

The forum expressed that the continued administrative high-handedness in Tamil Nadu and Chennai Circles reflects a serious lapse and undermines industrial harmony within BSNL. It was reiterated that the management must act promptly to restore peace and discipline in these circles by implementing the assurances given during the Director HR meeting.

The Unions and Associations of BSNL stand united in their commitment to protect the dignity, rights, and welfare of BSNL employees and will not tolerate any vindictive or discriminatory actions against staff and leaders.

After prolonged wait of three months after last such annual transfer order on 30/06/2025 and continuation pursuation by SNEA since issuing Annual Transfer on 02/05/2025, finally of DGM Pers BSNL CO issued one more Annual Transfer orders of Executives along with modifications in earlier Transfer Order.  Copy<<<>>

It is important that by sensing the Silver Jubilee Year Celebrations of BSNL Foundations Day, Management has issued transfer order in the late evening hours of 30/09/2025 given consideration to representations by individuals in eve of the 25th Foundation day on 01/10/2025.

This third annual transfer is now issued considering OTP requests of some selective Executives without mentioning any reasons, consideration of OTP Requests on genuine medical grounds of self or dependent parents, certain modifications in the already issued transfer orders deferring transfers on genuine self or parent medical grounds, retention by granting request for of immunity as office Bearers, cancellation of transfer orders by correcting Circle stay by giving weightage to services rendered at all India Hard tenure stations, cancellation of OTP Request Transfers as per the fresh request given by the individuals and also considering OTP requests on genuine self.

This transfer orders have given relief and justice to some executives who have submitted their requests on genuine grounds and their requests were duly recommended by the Circle Heads. Many similarly placed requests are still pending and SNEA will continue its pursuation for consideration of all such genuine requests by individuals. 

SNEA is also pursuing for the consideration of pending OTP Request transfers from All India Hard Tenure Stations as many executives who have completed their tenure since 30/06/2025 are waiting for consideration of Request Transfers on completion of their tenure at All India Hard tenure stations and we are hopeful for its consideration.

Similarly, many executives from Non-Tenure stations are waiting for consideration of their Own Cost OTP Requests to their home Circles and have represented on similar genuine medical grounds, grounds of age criteria as per the Transfer policy and it is quiet possible to consider these OTP requests on one to one basis but as of now there is reluctance on part of BSNL Management but SNEA will continue to pursue for consideration of all such Own Cost OTP Requests from Non-Tenure Stations till its consideration by the Management.

Update on meeting by Director HR on agitational notice issued by All Unions and Associations of BSNL: As per the notice issued by DGM SR BSNL CO a meeting of General Secretaries of All Unions and Associations was in held in the chamber of Director HR BSNL Board at 1015 Hrs on 06/10/2025.  Copy<<<>>   

This meeting was held under the chairmanship of Dr. Kalyan Sagar Nippani, Director HR BSNL Board and was also attended by Shri. Rajeev Kumar Kaushik, PGM SR/Pers BSNL CO, Mrs. Asha Bawaliya, DGM SR BSNL CO, Shri Rajesh Chourasiya, DM SR BSNL CO and General Secretaries of all Unions and Associations.

The meeting started with a brief note by PGM SR/Pers wherein he shared the very purpose of the meeting and informed that there is no need of any agitational at National level when the issue is pertaining to Chennai and TN Circles. He further added that the concerns raised by Unions and Associations are being taken care of and the results will be visible in this week itself. He once again appealed to withdraw the agitational call so that the improved image of BSNL is not spoiled.

Director HR shared that Management is doing all out efforts for resolution of HR issues and many issues are in pipeline and will be cleared shortly. He added that the Government is supporting BSNL by all means and MoC, MoSC and DoT are closely monitoring all activities in and of BSNL. He further shared that with support of the Government and efforts of all Executives and Employees BSNL is back on the track of profitability. He added that the Honourable Prime Minister of India also recognized efforts of BSNL and its workforce in developing 4G Swadeshi Network.

Director HR further added that any agitation at this juncture by all Unions and Associations of BSNL will not be a good sign and any information about agitation against Government and spreading its information on social media, press and TV will have adverse impact on the support being extended by Government and DoT. He assured that as informed by PGM Pers, the issues are being taken care and he has personally spoken with Shri Partibhan CGM five times and under directions of CMD BSNL efforts are being made to sort out issues and appealed to leaders to withdraw the agitational call for such petty issue of one Circle.

We have responded that our agitation is not against Government or BSNL Management and it is against adamant, biased vindictive actions and total failure of Shri Partibhan as CGM CHTD/TN. We added that it is not a small issue limited to Circle as projected by Shri Parthiban CGM and BSNL Management. This a serious matter of total failure of Shri Parthiban as CGM of both the Major Circle CHTD and TN Circle and his vindictive actions against office Bearers of Associations and Unions to hide his failures.

We narrated that Shri Parthiban who has failed on all fronts in successfully leading TN and CHTD Circle is issuing harsh punishment to the 13 Office Bearers of CHTD Circle with reduction of two increments for two years and BSNL Management is also projecting it as small and petty issue is really shocking and unfortunate.

We added further that all these office Bearers are not punished for any lapses on their part in office work or not for any losses to BSNL or for any corrupt practices, but they are punished just for entering in the cabin of Shri Parthiban CGM in the month of April 2025. This entry also was made to his cabin after a prolonged wait of four months for a formal meeting which Shri Parthiban denied appointment neglecting repeated attempts to meet him to discuss HR issues.

Shri Parthiban moved ahead with the blind support of biased actions of Shri Bhaskar PGM HR CHTD for deliberate harassment of the Executives in Chennai Telephones specially by reverting all DGMs from the entrusted charge of GMs. These leaders have requested a formal meeting and they were waiting outside his cabin for hours but Shri Parthiban has not given any time for discussions and was not ready to give any date or time in future for discussions. By analysing the circumstances, all these office Bearers have entered in the cabin by informing PSs, who also have not stopped these leaders to enter in the cabin, they have entered in cabin and requested for reasons for denial of meeting after wait of four hours and requested to give appointment as per his availability and convenience. But instead of any such positive response as desired from Circle Head, he was shouting at all and threatened to take action against them. But the overall discussions in the meeting were normal and as per discussions Shri Parthiban CGM given time for meeting on the same day at 1730 Hrs and issues were discussed. There was nothing like gheroed him as being projected by Shri Parthiban CGM. Since then he is more vindictive and has reached to the level of issuing Punishment Order for reduction of two increments of 13 Office Bearers for two years that to be on selective basis and it is not small issue but matter of serious concern and needs immediate corrective action which is our one of demands.

 Though, management at Corporate office is kind enough and have been assuring General Secretaries for resolution of issues created by Shri Parthiban CGM, but in last five months nothing happened and Shri Parthibhan, CGM is moving bluntly harassing office bears and members of Associations and Unions.

Till now Shri Partibhan has not responded positively to any of repeated requests of PGM Pers, PGM SR and instructions by Director HR and CMD BSNL except for granting formal meeting there also issues were discussed with such utter adamancy and dictatorship. In these few meetings under pressure of the BSNL Management, Shri Parthiban was not in positive mode and has threatened the Office Bearers further and even genuine issues are not resolved amicably.

We further elaborated that Shri Partibhan is so adamant that he does not bother to follow the instructions of even CMD BSNL and BSNL management not taking his actions to create mass unrest disturbing industrial peace, even after all out efforts with peaceful Dharana at both the Circles. Hence after giving time of one month from the date of Punishment order, and waiting for action from Management, we have given this nationwide agitational call for Lunch Hour Demonstrations.

Director HR responded that it is a fact that he has spoken with Shri Partibhan many times and will continue to speak again, and firmly assured us to consider appeals received by him very positively and Unions and Associations should not go for nationwide agitation for the same.

We added that Management has taken lot of pains for explaining the things to Associations and Unions and we appreciate it, but no such instructions are given to Shri Parthiban CGM and rather his given free hand to complete his all vindictive actions and this is reason for the mass unrest among the executives and employees all over India.

We requested Director HR to share a single copy letter showing action taken by Management or displeasure note against wrong doings of Shri Parthibhan, but nothing was there to share except telephonic talk. 

We requested him to explain to us how Shri Parthiban is right and how we are wrong in the eyes of management, and if we are convinced we have no issue for changing our stand and withdrawing agitational call. Management has to either accept the factual submission by Unions and Associations with documents supporting our say or convince us factually that we are wrong and Shri Parthiban and his actions are right.

We also expressed that the appeal given by SR cell is nothing but threatening and in the entire two page appeal only the last line is matter of appeal and all other content is nothing but threatening of actions against different clauses. We categorically made it clear that peaceful protest of wrong doings by responsible officers is our right as per constitution and such threatening letters will not deviate from us in opposing such wrong and biased actions.

We added that on such issues all the Unions and Associations are united for common cause and action of management to call only for recognised Associations and Unions on notice given by all Unions and Associations is not correct and hence not acceptable to us. Rather, the management has to understand the genuineness of such serious issues raised in the interest of BSNL and take positive steps to look into concerns expressed in such letters.

We added that instead of wasting time in making such threatening appeals to the General Secretaries, one strong and factual DO letter to Shri Parthiban from Director HR expressing total displeasure over his repeated action to disturb industrial peace and downgrading developments of both CHTD and TN Circle and failure to lead BSNL TN and CHTD Circle would have resolved issues to much extent. But unfortunately no such single letter is given by the Corporate Office or by Management.

We added that in different meetings it was assured to us by Director HR that explanation will be called from Shri Parthiban on the representations of All Unions and Associations, but even after passing two months, no such explication is called and if called same is not shared to Unions and Associations for review of our stand on different issues and reply by Shri Parthiban CGM. Thus Management is directly or indirectly favouring Shri Parthiban CGM to go ahead with his dictatorship and vindictive actions. 

We categorically told that enough time is given for BSNL Management but till today no action has been taken to stop adamancy and dictatorship of Shri Parthibhan, rather we are of the opinion that BSNL management is indirectly supporting Shri Parthiban to go ahead with vindictive actions. Now after the punishment orders issued in CHTD Circle, he has called for explanation from leaders of TN Circle and is moving ahead with more adamancy.

PGM Pers informed that CGM TN is directed not to take any further action on the explanation/s called from Office Bearers of TN Circle. We replied that Shri Parthiban does not bother about such instructions as seen in the past, but PGM SR added that this time he will follow and the same is confirmed by him.

When we asked what about withdrawal of action he has taken against CHTD Office Bearers, Director HR informed that BSNL management do not stand with any such vindictive actions and any appeal against these punishment orders will be given very positive consideration by him as Director HR as all appeals will come to him.

We demanded that all the punishment orders which are issued wrongly under pressure of Shri Parthiban CGM as one of the party to ongoing dispute, needs to be withdrawn totally by concerned GMs and also by Shri Parthiban CGM and there is no need of appeal from these office Bearers as being asked by Management. 

Director HR was of the opinion that we should follow the procedure and in response we have pointed out that the same needs to be instructed to Shri Parthiban CGM as he is not following any rules and guidelines and when he has not followed any guidelines why these innocent Office Bearers have to go for the procedure.

But Director HR continued that he will take care of all the issues and let the individuals submit their representations and assured for its consideration and appealed to keep on hold the agitational call for ten days.

We requested for keeping on hold the punishment order till cases are analysed and decided and requested for written assurance for the same.

PGM Pers/SR informed that work has been initiated and will be surely completed within weeks’ time but the expressed reluctance to give it in writing.

We insisted that such verbal assurances have been given many times but not adhered any time and we reminded Director HR about discussions that happened in the past on the subject and requested for confirming any of the assurance given to us.

We narrated that in July 2025, during the Chennai official tour, CMD BSNL had given public assurance in the meeting of all leaders and Shri Parthibhan, CGM along and his HR team of both the Circles to stop all activities at the stage where they were. i. e. Associations will not go for any further agitations and Shri Parthiban CGM and his HR teams will not take any action against the office Bearers and will make all out efforts for restoration of industrial peace. But such instructions from such strict CMD BSNL are not adhered to by Shri Parthiban CGM and how can we expect that this time he will adhere to it.

Director HR informed us that  he will discuss it once again and will ensure that this time he will adhere to the instructions and assured us to speak to him today itself.

We insisted for written assurances and Director HR discussed with PGM Pers/SR for giving some in writing. Then both left the meeting and discussed in another cabin separately and on return back it was informed that one more appeal will be made to all Unions and Associations should keep on hold the agitation call till next 10 days and meanwhile the majority of the concerns raised by General Secretaries will be taken care of.

We insisted on adding in the appeal to ensure these actions in a time bound manner of one week, but PGM Pers asked for a time of ten days and Director HR endorsed the same. Finally, it was agreed by both parties that after confirmation from CMD BSNL the draft letter will be shared with General Secretaries before signature.

Then again PGM Pers/SR and Director HR left the meeting to get confirmation of conclusive discussions from the CMD BSNL and joined back in the meeting after 10 minutes with consent of CMD BSNL and instructed DGM SR to prepare a draft letter and share it with General Secretaries immediately.

Finally by 1130 Hrs, draft was shared by Director HR with us wherein no time frame was mentioned. We insisted on the same and then it was added that all the issues related to CGM CHTD/TN will be taken care of within ten days. We also insisted on keeping on hold the Punishment orders also for ten days and it was assured by Director HR that it is as good as assured and requested for not insisting for the same.

After elaborate discussions and to depth analysis and by understanding firm, positive and gentle man promises by Director HR, all the General Secretaries responded positively and assured that if the same appeal is given in the meeting itself, we will keep on hold the agitational call for next ten days.

Director HR informed that he will take final approval of draft from CMD BSNL and then signed copy will be shared. But meantime CMD BSNL left the office for the prescheduled meeting at PMO New Delhi and desired approval of the final draft from CMD BSNL could not be received before his leaving office. Though efforts were made to get the approval, it was delayed.   

After this understanding and positive conclusion of discussions, Director HR shared that he has to leave for Bhopal for personal appearance in the court case and has to reach Airport by 1200 Hrs. He directed PGM Pers/SR to share the final letter to General Secretaries at the earliest and by 1140 Hrs he left office for Airport.  But before leaving office, he once again assured general Secretaries that his office will take care as per the discussions in the meeting and General Secretaries should withdraw the agitational call of Lunch Hour Demonstration on the same day, which was finally agreed by both the sides. 

As such by 1140 Hrs it was concluded to give written assurance cum appeal by Management to settle all the issues and demands raised by Unions and Association in time of 10 days and the agitational call for Lunch Hour demonstration will be kept on hold by all Unions and Associations.

Thereafter Director HR left the meeting and PGM Pers /SR made further efforts to get informal approval of CMD BSNL and formally handing over a copy to all General Secretaries and we were asked to wait for some time in the chamber of Director HR for some time.

On return of CMD BSNL at about 0130 Hrs, PGM Pers discussed the draft and after going through the draft and the same was modified from resolution of issues to issues will be looked into and also the time of ten days mentioned was deleted keeping it again open. This was not agreed by General Secretaries and PGM SR/Pers again took up matter with CMD BSNL, but it was not agreed to restore the earlier words in the draft letter and mainly the time frame of ten days for resolution of issues was not agreed.

In conclusion, PGM Pers /SR informed that leaders should not worry about the words and appealed not to go for particular word/s and requested to believe on the discussions and firm assurances by Director HR and directed DGM SR to hand over signed copy to all General Secretaries. In absence of an assured time frame for resolution of the disputed issues, we shared that letter may be sent by email to all and assured to take call for withholding the agitational call of Nationwide Lunch Hour Demonstration for ten days. Thus the meeting started at 1015 Hrs, concluded at 1430 Hrs with thanks from both the sides.

Accordingly, DGM SR has sent an appeal by email to General Secretaries of All Unions and Associations.  Copy<<<>>   

After this meeting the leaders of All Unions and Associations had meeting at 1500 Hrs to review the appeal by the management and further course of action wherein the response from Management was analysed and it was decided to believe on the appeal of the Management and wait for next ten days for resolution of demands by All Unions and Associations and keep on hold the agitational programme for next ten days. It was further resolved that if no action is taken by Management against Shri Parthibhan, CGM and his vindictive actions, then the agitational all will be intensified with wearing black badges, Quitting official what’s app groups, Reaching to press and media, taking up the issue with Secretary DoT, Minister of State Communications, Minister of Communications, fresh Lunch Hour Demonstration on daily basis, Twitter Campaign against Dictator attitude of Shri Parthiban CGM and his vindictive role and so on till the issues are not resolved to its root cause.  

Let us hope that Management keeps its words and be prepared for intensifying struggle if issues are not resolved suitably.  PHOTOS<<<>>

Nationwide protest against dictatorship of Shri Parthiban, CGMT CHTD/TN Circle: In continuation to the notice issued for Nationwide Lunch Hour Demonstration issued by All Unions and Associations, different meetings have been conducted at Circle/District Levels for preparations and there is huge response from the Executives and employees of BSNL all over India against adamant actions and dictatorship of Shri. Parthiban CGMT CHTD/TN Circle.

We cannot allow Shri Parthiban CGMT CHTD/TN to continue with this attitude and spoil industrial peace in BSNL.

Shri Parthiban CGM has become so vindictive that he dares to issue extreme punishment to 13 Office Bearers of reduction of Two Increments for Two years just for entry in his office.

All these office Bearers along with others have requested CGM meeting for four months, and that particular day also they have patiently waited for four hours outside his chamber and he has denied meeting and not given any alternative date & time and hence all entered his chamber and requested for time for meeting and want to know why he is denying meetings to all Unions and Associations.

There it was nothing to dispute and issue punishment for reduction of two increments for two years and for 13 Office Bearers, when CMD BSNL had given clear instructions to both Shri Parthiban CGM and all Unions and Associations of CHTD and Chennai Circles during his visit to Chennai in July 2025.

Shri. Parthiban, CGM who is one of the parties in this dispute has become judge and issued punishment through GMs while GMs are not empowered to issue chargesheet/ punishment for association/unions activities but under pressure of Shri Parthibhan CGM, these GMs have issued and now punishment.

Also by denying meeting continuously and neglecting recognised association for months together, he has violated REA Rules and he is party, rather one of the accused and initiator in this entire episode and how one accused /culprit can become judge and issue punishment to other party is real question to be addressed by BSNL Management.

Now after issuing punishment orders in CHTD Circle, Shri Parthiban, CGM has called for an explanation from Office Bearers in TN Circle and he will repeat the same scene of punishment in TN Circle also and we cannot allow him to continue to dictatorship.

Now only on administrative part, but on overall growth of both these developing Circles, Shri Parthiban has failed totally and we have already submitted details to Management and management has principally agreed to our concern and submission but not taken action for stopping Shri Parthiban either for growth of BSNL and nor for maintaining industrial peace in these developing Circles.

Against all such acts of Shri Parthiban CGM, we are pleading with BSNL Management for last four months and we are assured for the taking action but no action has been taken for last four months and it is feeling among all leaders and executives in TN and CHTD Circle and we also feel that Shri Parthiban is given free hand by Management to Harras and trouble all executives till his retirement in March 2026.

Shri Parthiban, CGM is openly telling that he will not change his attitude at any cost and he didn't bother about instructions of Director HR and CMD BSNL and is openly challenging authorities and provoking leaders of Unions and Associations to protest and create unrest when everything is very positive in BSNL and the same is appreciated by Most Respected Prime Minister of India.

Till now, PGM Pers/SR, Director HR Sir and CMD BSNL are very co-operative & considerate and have always assured, but as Shri Parthiban CGM do not bother about instructions even from CMD BSNL and hence we are compelled to go ahead with this agitation call.

Meantime, Management has taken different initiatives by having telephonic talk with General Secretaries, by an appeal issued by DGM SR BSNL CO to individually to GS of Unions and Associations limiting it to recognised serving Unions/Associations but except last line of to withdraw agitational call, all others paras are threatening which defeat very purpose of these appeals. After this appeal, the issues were discussed by PGM Pers/SR and Director HR for keeping on hold this call for two days and then a meeting will be called for discussions on this issue and we have conveyed that Management also should keep on hold or direct CGM CHTD to keep on hold the Punishment order till issues are discussed and decided.

But after understanding depth of the issue, one meeting is called at 1015 hrs today at 06/10/2025 in chamber of Director HR and we are hopeful that some concrete action will be taken by Management to keep away Shri Parthiban from the post of CGM TN & CHTD and also to withdraw or keep on hold the punishment orders. We will update about any outcome out of this meeting by Director HR BSNL with concrete action in this issue, but as of now, there is no change in the agitational call and we will go ahead with this call of Nationwide Lunch Hour Demonstrations and we appeal all to participate in the lunch hour demonstrations and make it grand success.
